The Pepper's Ghost effect relies on a fully 3D element being reflected into the show area. There is no way that projection could create that 3D element that would then fill up the entire space of the ballroom. Any projection would look just like it is - a projection on the window. There is no way to expand that projected image out into the ballroom space.

And give the ballroom scene a lot more "life" to the rather stiff ghosts. They could also film live actors and use the Musion effect like Universal does to great success in Disaster! and the new Harry Pottr and the Forbidden Journey Queue. Secondly, they really don't break down often. That being said, it would be a cool thing to do, but money is needed elsewhere in the park.
