    The mayor is extremely reliant upon Jack for help and advice every year, and perhaps it shows what a simpleton he is? he dosn't have much more to him than anger and happiness. Jack fills in what's lacking for him.

    Does that make any sense? lol, oh well.

    The reliant on jack idea works too especially taking into consideration the line "Jack I'm only an elected offical, I can't make decisions all by myself" (one of my favorites)
