Also, compared to other E-Ticket attractions (especially ones in TDL) this has a relatively low capacity. It isn't terrible, like Dumbo, but the line doesn't move as quickly as POTC/Sinbad. They also want to gurantee sustained popularity of the attraction, and if it looks bad in places, it won't be as popular, so this is kind of a way of boosting popularity.

Us US-based readers probably forget sometimes that problems such as this can actually be solved with a couple of other staffed CM positions. TDR is certainly not shy about adding staff where they're needed or useful.

Even worst, its the german fairground operators that get that, who are even more efficient than Disney.
