That's why they're talking about people like Dukakis who have lots of experience and could step into the job fairly seamlessly for a short time, but who have no further ambition to keep the seat. The other possibility I just heard floated was one of Kennedy's senior staffers, on the theory that they're well-versed in the senate and how it works, AND they have good knowledge of how Kennedy would vote on things had he lived. That is, of course, if the law is changed to allow an interim appointment at all.
