I personally doubt it's the latter two, but you get the idea. This goes beyond political party; our Democracy is being hijacked by corporations and the ultra-wealthy.

In the UK, when services are purchased, they go through a rigerous checking process to ensure it is fare, equitable and gets the most bang for the tax payer's money. Then there are strong terms and conditions, outcomes and service credits for non delivery. It is to protect the public to ensure good services are provided and to ensure that a politician's own company (or his Brother in Law's) do not get all the contracts. But it is expensive to do. With small government, there are not the resources available, and the free market unregulated screws over everyone. This makes the rich richer, and the GOP like that.
