The feds pick up the tab for the additional people completely the first couple of years, then it gradually goes down to 90% by 2020. So costs for Texas would go up a bit at that point, but it's still a pretty dang sweet deal for the states, if they're actually interested in covering more of their people. The bit about the exchanges is pure idiocy. The exchanges are only a mechanism for offering PRIVATE insurance, but giving more choices of private plans. Many states now have a monopoly or near-monopoly with just one or two insurers controlling most of the state. The exchanges increase competition as a way of making it more affordable - usually something conservatives crow about as a good thing. But Obama proposed it, so it must be bad, you see.
