The general mood didn't seem to be angry at all, just people trying to deal with flooding. I know most people were hopeful that the levees and infrastructure put into place after Katrina would work, but, I didn't see people angry about it. More like "here we go again". Also, many people did evacuate early this time. I think DAR can go back to bed now.

Only one levee in all of LA (AFAIK) breeched, and it was pretty minor. You can't prevent all flooding (or wind damage) with a storm of that magnitude, and the people who live there understand that. But we don't have a situation where entire communities are going to be underwater for weeks, as we did with Katrina.
