People decide to perform government service as a "service" and/or feel it is their duty to help the country. I wouldn't doubt that Tony Snow took the job because he thought he was needed by the administration, and took a hefty pay cut to work for the government. That was admiral, and now, due to changes in his life, he has had to rethink his priorities. No big deal...
