Well, I think The Wolf from the "Peter and the Wolf" segment of "Make Mine Music" (1946) earned his right to be called a true Disney villain. He was an one-minded hungry wolf who only wanted to eat a defenseless little boy, a cat and two birds and nearly did it couple of times. There was no use reasoning with him so they can only try to stay out of his long toothy drooling maw. There was even a few times that he seemly went even after you as well when he walked literally straight to the "camera" and his wild yellow/orange eyes filled up the screen. What kid wouldn't be scared by that? It still grabs me that Disney historians keep overlooking this great Disney villain.
