The intent of the L-1 visa is to facilitate temporary international transfers of employees (say IBM USA needs to bring an engineer from IBM Germany for a few months). This program has no limits and is being abused by multinationals. Unlike the H1-B program, the L-1 has no compensation requirements. So a company could hire an army of employees at their Brazilian subsidiary for $1000 a month, and "temporarily" transfer them to the US.

If they are begging for money, they can do whatever they want. Obviously something runs in your family for you to bring this up. I'm sorry for your personal experiences in this area.
