I'm actually glad to be going to the polls this November for the first time in a long time. There has been a much better case for impeachment this time around given the Constitutional violations and war crimes, but I'd suggest the country and Congress just didn't have the stomach for it after the circus that was the Clinton impeachment. The fervor by which vindictive Republicans went after him when a censure would have been more than sufficient, coupled with the fact we were attacked on our own soil, gave Bush all the leeway he needed to trample all over 200 plus years of progress. Impeaching a president at war would practicaly require Bush personally bribing people to vote for the war, or some similar act.

If the economy is able to start turning around before he leaves office, or if Iraq could start winding down by then, perhaps his legacy might be a bit better from a historical perspective.
