No such itineraries had ever been created before, according to three former State Police superintendents interviewed by Cuomo's investigators. By the way, while Bruno may have technically not broken any of NY's lax laws on this subject (though by all accounts he used the state aircraft for trips that were perhaps 90% fundraising, 10% legit), he's currently under FBI investigation, no less, for some questionable business dealings.
