It didn't get that far. They dropped it when they realized the much-vaunted trip to advance it (right on the heels of the 2004 election, when Bush should have had all that "political capital" working for him) was doing nothing to move the poll numbers, and in fact a solid majority of Americans didn't like Bush's plan. Liberals may have argued against it in op-ed pieces and the like, but it never got to any sort of legislative place where they could have "blocked" it. It died of its own unpopularity. In fact, the more Bush talked about it, the less popular it got.
