Frankly, having worked in the service industry what needs to be done is some training for people on what is appropriate to tip and those figures vary from region to region. I'm not a big fan of automatic tips because it doesn't motivate the server to provide you with a better standard of service. Of course, I always tip the standard 15% but will tip more if the service warrants it, much to the chagrin of my wife.

They don't have to pay 22 an hour, you know. The minimum is seven something. If something is too expensive, then you don't go there.
