The subs themselves were in terrible condition, as they had just been sitting in stagnant water for 6 years. Many of the sets are being redone or replaced, due to major damage to them. There is also new technology being added, which will take a while to work out. And for the park opening in one year, there really wasn't that much there, and none of the attractions were particularly groundbreaking or unique, as opposed to the subs, where only a hand full of them exist in the world. (DL, WDW-extinct, and East Edmonton Mall, anywhere else?)

In all reality though, it could be done by 2006, but in this case it's a strategic move, as it will probably open (at least soft openings) just as or after the 50th aniversary celebrations come to an end (scheduled to last for 18 months). Also DOSH takes about 6 months to approve a new attraction in and old space, particulary when dealing with roller coasters or other "high risk" attractions (I would assume that's what they call them), which the subs would qualify as, since they are essentially undr water and if one of the windows broke would be flooded to an extent that most would have a very difficult time exiting.

The timing of the total destruction of the Sub Lagoon in WDW is also suspect now that finding Nemo is going to be part of DL. I'm sure it now that it was just a way to insure that WDW fans didn't have any leverage. No Lagoon...No Subs.

Okay, okay... so the real reason is that the water was leaking into the Matterhorn Mountain Retraction Cavern, the big pit under the Matterhorn. This is also where the Matterhorn is known to sink a little when there is a malfuntion in the retraction mechanism that holds up the Matterhorn and can hide it in the event of threat.

And next you're going to give us the old chestnut about the Matterhorn sinking if they ever drain the lagoon, I suppose. What a ridiculous idea. I took the following sequence of photos after the water was drained out. The Matterhorn was barely affected...

Also, there is that pesky little problem the the front of the sub sees things up to 30 sec before the back of the sub, making the motion needing to be at different times in different part. If they could get it to work, then go them, but I'm a little skeptical.

But don't the ducks also pee in the lagoon? It would seem that their water consumption would be a zero-sum game.
