Pay them enough money to do a good job and get rid of those that don't. Room costs are high enough, especially at Disney resorts, why can't room cleaning be part of what I pay for my room. It always used to be that way...who was the rocket scientist that decided that it was a mandatory additional part of the cost. At a restaurant it is easier. You have a waitperson and that is who gets the tip, housekeeping...not so much.
