I belive World of Color was designed so that it could be scaled down in windy conditions. So instead of a jet shooting 80' in the air (theoretically) it could be toned down to 60' or 40' (again, theoretically) to alow the show to function in the conditions of the moment.

As for parades, I don't think I've ever seen one get canceled due to high winds. The rollerskating snowflakes in the Christmas parade will not have their snowflake 'backpacks' on if it is too windy (just their white outfits without them), but that is the only change I know of. If it is raining, I think the parade will be completely cancelled, but they do have a rainy day calvacade as a substitute.

It then sprinkled on and off thru the late afternoon, and the crowds didn't leave either!
