Disney Parks only works while you are inside the parks, and last time I was there (early 2013) the wait times were about useless. It does have restaurant menus as well as most (I'm not sure it had all) entertainment times. I found the app to move pretty slowly too. Mousewait and DL Waits are apps that you can interact with and update wait times as you stand in line. Disney Parks isn't interactive in that way. If you aren't on Droid or iPhone, I'm not sure what is available. My sister has a Windows phone and the apps are pretty limited.
