And look what we have now where Westcot was reportedly being built. We all know that we should just wait for the official announcements.

It just seems that the construction work on the "stores" is rather extensive. Consider how much work was put into creating the Winners Circle store in the Submarine queue, or consider how very simple the Hatmosphere structure was, or how easy it was to make that pin store outside Buzz. And there are the rumors from different sources that do not seem to be the same rumor that traveled, and some rumors are from sources that some trustworthy LPers sort of trust. And, darn it, I WANT IT TO BE!
