Those dates change a little from year to year, but I think they have recently been getting everything set up two weekends before Thanksgiving. I don't think they've announced an official date yet this year, but it's usually around then. If you just want to plan a trip regardless, they do usually start putting the decorations up the last couple days in October (yes, before Halloween). They should have most of the decorating done around the 10th or so, but they do save some things. The fireworks and parade won't be running until the official start date, and it's a small world holiday may not be ready until then (though Haunted Mansion Holiday will be running). I believe they keep the big tree on Main Street backstage until the official start, but most of the decorations around the resort should be finished around the 10th.

That's when all the holiday fireworks, parades, shows, etc start. The decor goes up during the first couple of weeks in November. HM Holiday begins its run around October 1. Small World Holiday generally opens in mid-November on the "official" start of the holiday season.

However, decor will almost all be up and complete in the first week or so of November. Not sure when Disney normally announces this stuff. Maybe soom, it's only 6 months away (hard to believe huh?)
