My gut tells me that it is being swapped with Maelstrom so that there will still be 4 upper tier attractions in Epcot if Maelstrom closes this fall for the rumored Frozen overlay. The Character Spot never made much sense as an upper level attraction, but in a park like Epcot with so many high capacity and/or show-based attractions, they really struggle to come up with any viable FP worthy options
