The lights are not turned on. I guess the preparations for the Osbourne Lights must take place at night and I imagine it tales a while to put all those lights.

Which is normal.....The Osbourne lights go up so early because there are so many that it takes that long to prepare everything, making sure it is all working.

But lately DHS and DAK started Christmas in mid november. There will be no Christmas parade overlay on Block Party Bash this year since it is new but they are planning on doing it starting next year. However, I wouldn't be surprised if the Osbourne Lights soft open the weekend before Thanksgiving.
