It would be pretty impressive if the SDL budget was more that HKDL's. I also don't think that the USD is terribly low. It may not have been what it once was, but for construction, which uses local materials (mostly) and local laborers, I would think that they would be saving quite a bit by building in China. That said, I'm still not entirely convinced that this park/resort will ever see the light of day.

Even if the park were to be HUGE and feature all new attractions it still wouldn't cost that much. If this thing were to be built in Moscow I could believe it but labor in China is cheap and the park will have recycled attractions and ideas thus saving money. Now approx. 4 billion for a complete park, entertainment/shopping zone coupled with a hotel I could believe.

Still a lot of money.<< I'm sure it is, but I feel like that's still significantly more than HKDL's price, and they literally created the land there. In addition, I suspect that labor in HK is far more expensive than in mainland China. Maybe quality building materials are relatively expensive on the mainland (I know I saw a lot of cheaply-built structures there last summer), but I still am having a very hard time seeing what could make it cost that much. Even half of that cost seems a little rediculous!
