I also frequently see planes with banners surrounding sporting events in LA, so clearly there's some way around this (perhaps they were just outside the limits of the no-fly zone) The real reason that this is in the news is that the wording of the no-fly zones over the Disney parks was recently updated to include language related to drones and remote controlled aircraft. Other than that, nothing has changed and it seems unlikely that anything will change soon
