Assuming that it's the US standard of HD video (which is the fastest framerate in a broadcast format), it runs at 60 fields per second. Phelps won by 1/100 of a second. There was a good chance that the video didn't even pick up who touched first, and it appears that's exactly what happened. Plus, even the NBC guys conceded that the difference might have been more due to the speed Phelps hit the sensor rather than actually getting to it first. If I'd've been the Serbian officials, I'd've done the same thing. Nothing to lose.
