It's sad what happened and the only thing I can think of is, she was climbing on the rail and fell. Yes I too believe that parents should not to let our kids out of our sight even in a hotel.

While I don't disagree with your basic point it's Disney's responsibility to provide adequate safety measures to prevent liability should an accident occur. In case you haven't noticed we live in a very litigious society.

My next door neighbor has 6 kids, she is a stay at home mom. Her 2-3 year old kids are often outside, in middle of road, unattended. Few weeks ago, someone knocked on our door, they had their little boy with them, saying he was all by himself, in middle of road, and 2 cars had driven by him, and had to move for him, they were trying to find out where he lived.

I do not know what the situation was for this girl at WDW. Things can happen in the blink of an eye, and I think as parents we've all been there, mistakes happen. You just can't ALWAYS prevent everything from happening.

Although, there are also plenty of parents that neglectful and don't do near enough to keep their kids safe.

I don't think any of us can accurately know which scenario came into play here, but I do think it would be silly to blame Disney for any of the fault.

Sounds like my neighborhood in the 70s. Back then it was common for people to let their kids run loose all day and have no idea where they were.
