    Or, if that's too random, use the rolls of those who are eligible for jury duty to select, say, six candidates for each office. Allow the voters to see and hear each of these candidates and choose from among them.

    It would be more foolhearty to give the power to someone who doesn't want it. That would be like handing over the reigns of Disney to any ol' schmuck. Someone in charge has to have at least some passion for the job. Where those passions lie... that's the tough part to determine.
