    Looks like this one was something similar. If these were the result of an actual contest, they legally might not have been able to cancel.

    I don't think so.

    They could cancel.

    If sued, they could go before a judge and explain the situation (and pay out whatever "retribution" is owed). I highly doubt they would be taken to task for cutting corners under the circumstances.
