It will be white and fluffy and look like snow, but it will really simply be a way to hide all of the lights and fiberoptics. They will stick out just enough that they will be seen at night but not during the day. All of the wiring and electronics stuff will be hidden while just the tips of the lights show, hence they are embedded in a faux snow bank. As for the falling snow, I assume it will be done with the bubble machines like what's usually done after the fireworks. However, they could also do something with projections on the castle, or even have some preprogramed light sequence to make it look like the snow is falling on the turrets by having lines of lights light up in order (but that probably would be the least convincing of these options). Overall, the shimmering from the lights should give the castle a freshly fallen snow look, but actually just be some old-ish fiberglass.
