Kuroda bought 65 passes around 2:30 p.m. and tried to buy more around 4:55 p.m. but the credit card company reported the fraud use to Disneyland. Kuroda tried to flee into the theme park but was soon caught by Disneyland staff. Kuroda denied the allegations at first but finally confessed, saying, "I wanted to exchange the passes for money to pay back a housing loan."

Or what if she were looking to give them away as gifts for some occasion or raffle--- yep very uncommon, but possible. If I were the cast member at the booth I would have scrutinzed her ID and very likely asked for supervisory ratification.

Sounds like the CastMember like you say should of realised this was a bit odd and done a bit more.
