It is the board caring more about ITS VIEWS of morality--and its bias against homosexuals--than the health, safety and welfare of foster children. Parents' sexuality is NOT a disqualifier against their parenting skills and ability to lovingly and appropriately serve the needs of a child. Similarly, it's not a qualifier; for instance, the state of being heterosexual does not automatically make one a good parent. Of course, this should be redundantly obvious by now.
