And, judging by how I've seen some bus drivers speeding, I think the bumps are probably needed.

I did notice that the (not so tall) wood partitions that hide refurbishments elsewhere in the parks did not have little windows for sidewalk superintendents.

Apparently its much easier to get a jury verdict against the landowner of a parking lot where an accident takes place if speedbumps are not in place. But in this case, if they're adding to them so that there are four in a row, it sounds like they might actually be there to control speed.
