I guess this can compare to the Evil Queen from "Snow White" who is recognized to be the leader of the villains, because of her position as the first classic (essential) Disney villain who was ever created, but it is Maleficent who is seen as a more powerful villain, because (as said by the Wikipedia), she is the "worst weapon in the Disney villain arsenal."
