It is indeed supposed to be a Buzz/Men in Black type attraction with the Pixar characters (supposedly Toy Story except NO Buzz) with the added aspect of riders wearing 3D glasses, which will trigger certain special effects making it a different ride to some extent every time. Al Lutz had a large blurb about it in his most recent column on Miceage.com. But it is an innovative attraction. And a welcome addition to both parks.

WDW did get Everest and M:S, but I think they are at a point now in the planning stages, under Jay no less, that when they can they will try to spread the rides out globally. More times than not. The minority of time when they choose to address a specific circumstance like the 20K footprint in MK, that I think, is when we will have a better chance for something unique.

Not sure where you heard that but this attraction was on the boards before the Pixar purchase in January. It hasn't changed a great deal since the first mark-ups either. Pixar are consulted on all WDI/DCE projects that involve their characters though.
