As most of the games are free to play, I'm guessing that they'd have to charge everyone who comes in the door. They would have no way of knowing who's playing the games.

Anyhow, it's usually not too crowded during the day unless it's raining - then they get a crowd. Only time I've ever really run into lines was on a Friday or Saturday night when my DH & I dropped in for a quick ride on CYberSpace Mountain (we have PAPs) that turned into a 20=minute wait to get into our coaster pod thingie.
