If it was an active area for cleaning I would understand but I would hope that once an area was finished they'd make the carts disappear... I remember at the La Quinta I worked the rule was linen carts were allowed front of the house only if the rooms within 6 rooms were being cleaned... The building in the distance is/was supposed to be the "main building" for the Legendary years the 2nd phase of Pop to the right of that building is a few empty shells of hotel rooms..
