People have a tolerance on how long they'll wait. If my tolerance for SM is 45 minutes and I walk up to SM and the time is 1 hour I won't get in line. If my tolerance for SM is 1 hour then I would get into line. I don't care that the stand-by line is moving faster... I just care how long my wait is. In fact... no fastpass will increase waits. Right now I would I won't wait in the stand-by line for SM for over 30 minutes because I know with FP it'll be around 15 minutes. If there is no FP then I'd have increase my willingest to stand in line for longer then 30 minutes.
