They're used for service recovery - when a ride breaks down, a CM cusses you out, or there's a roach in your salad. A bribe for bad show. Tons of CMs have them, and certain rides have their own because of how often they break down. Test Track had purple passes for years before Soarin was built, and still has the queue setup at the exit (ever wonder why those poles are there with the yellow arrows?). A resort can even issue a whole week's worth of passes, as was once done for a guest after Disney lost their luggage. It even had passes for rides that don't have FP - with explicit instructions to put their group at the front of the line immediately.

Also, the location makes me wonder if the seller is related to a Cast Member...

Should the newpaper care or be partly responsible if the car you bought through an ad in their paper turned out to be a lemon?
