Basically a bank holiday. In my 12 years in Mexico City I never saw any celebrations of any kind. Flag day, Constitution day, Mother's Day, Benito Juarez's birthday, Revolution day, Lady of Guadalupe Day, Oil Expropriaion Day, May Day (labor day), Independence day (sept 16), all of Holy Week (Palm Sunday through Easter), Christmas, New Years are all much bigger holidays in Mexico than Cinco de Mayo. Most people work on Cinco de Mayo.

In Mexico Mother's day is alway May 10, and is perhaps the day of greatest absentism of the year. My Dad owned an injection molding shop In Mexico City and offered double pay to his workers to not skip out on Mothers Day. Absentism was still about 30% that day. No problems on Cinco de Mayo however.
