A police car is often after a criminal, most times a fire truck is out to save a structure, but an ambulance has only one purpose, and that is to aid a person.

If it is a medical call the ambulance goes and if a fire the fire department goes. I am sure they all work together very well and a standard 4 way stop decision of who gets there first is not even a consideration.
