But you may get a free bag of tortillas at the Mission Tortilla Factory.

It is entirely up to the engineer and fireman whether they allow people to ride. You have to board at the Main Street station and do a complete circle trip. Ask the conducter if you can do a tender ride and they will check with the crew. There's only room for two people. It is a lot of fun.

So basically, everyone would have front of the line priviliges, which would result in...things being pretty much the way they are right now.
Also, you have birthday CELEBRATIONS which take place close to, but not actually ON someone's birthday, and I could see THEM trying to claim the privilige.
Would you really want this, along with Fastpasses and guest assistance passes?

Just go to the Main Street Station and ask any CM. Only Engine #1 - C. K. Holliday and #2 - E. P. Ripley have seats. You can only get on and off at the Main Street Station. If the enging is due to take on water you will not be allowed to ride but that is no big deal since you can ride the next engine.
IMHO the best ride in DL.
This is just to add to what sherrytodd stated above.

When riding Indy, Space Mountain, POTC, TOT and Soarin' I pointed to my birthday button and requested front row. They let us do it on every ride where we asked.

It is a great perk of the birthday button.

And besides, not everyone celebrates their birthday.
