Problem was that Whitewater is only hop, skip and jump from the GC entrance to DCA and plenty of people would march in there and get free refills.

NONE of the resort hotels have them because the back-up that would occur during peak dining hours would be horrendous. FWIW, Fantasia Gardens used to have refillable mugs but scrapped them when they switched from fountain drinks to bottled drinks.
