Sometimes they enforce the "resort guests only" rule throughout the day. But even during the most restrictive enforcement times, guests that have made a purchase at any venue in GCH are allowed to use the entrance, at least for re-entry. Simply save your receipt and show it if asked.

Someone reported that the bag check people sometimes enforce this rule, but every time I've seen it enforced, they put an extra CM at the entrance whose sole duty is to enforce the "hotel guests only" rule. When this happens, it's certainly not just the mood of the CM deciding to enforce a rule, but a management decision to spend extra labor hours specifically for this purpose. And of course the purpose during busy times of the year, or other special times such as WoC opening, is to maintain the entrance privilege as a true benefit for hotel guests. Especially in the morning, the line at this entrance can be hundreds of people even when they are enforcing the rule. If the line became longer than the one at the main entrance because of too many AP's that knew the secret, it would become much less a benefit for those actually staying in the hotel.

That would dramatically reduce the chances of them being usable as described above.
