They can stand there with their arms out in the 'hug me' position, but the first physical contact has to come from the guests. It's a subtle thing that most people don't pick up on, but it's very very rare that a character touches a guest before the guest touches them, giving 'permission' to touch back. Sadly, I think this is another reason that all the characters have handlers and Photo Pass people these days. It's a lot harder to press charges when you have several witnesses standing by who are also trained in what to look for. Yes, they have other jobs too, but they see the characters enough to know what is and isn't allowed.
