Yes, the concepts are the same, but the overwhelming majority of the time there are differences between the versions of the attraction. The actual fabrication and construction is where the big expenses come from, not the concept and design side; it shouldn't cost significantly more to make a Jack Sparrow AA compared to a Barack Obama AA compared to an Ariel AA. Yet another reason (among so very many) that it just doesn't make sense to do it in WDW

It's one of the modern classics, not because it's a drop ride (nearly every amusement park has one these days) but because of the unique format it's presented in. Sure, there's a chance that adding Guardians wouldn't mess it up too much, but that seems like a huge risk to run in a park that only has 5 rides and is about to shut down about half of the walking areas I can see how this idea would make sense from the perspective of a clueless executive who thinks that running theme parks are just like operating a chain of stores at the mall. But it just isn't a good idea at any level
