It could mean that there are militants in teh park, or a bomb, or something. I'm sure they knew about it much earlier than 90 minutes, but they had to formulate a plan and get people away from the ride before they could move it. It was a harmless joke, but in today's world, you need to take all these 'little' things quite seriously.
