    The flight that was hijacked was a domestic flight within Mauritania that had continuing service to the Canary Islands. The hijacker was reportedly a citizen of Mauritania so presumably he didn't need any particular travel documents to fly within his own country. Citizens of Mauritania can't travel to France (or probably anywhere else in the first world for that matter) without getting a visa in advance. I would take an educated guess that he was not in a position to get a French visa, so he improvised another solution.
