From what I recall, all of those attractions were proposed but not officially confirmed. Kind of like DisneySea in Long Beach: they were "future" projects developed without any confirmed contruction timetable or specific opening date.

This attraction was pushed forwards and replaced the first considered "e" ticket to be built. It has now been pushed back until cost and attraction issues are resolved and the original "e" ticket has been brought back to the front and is getting a big backing. If the huge expansion budget for DCA and the Disneyland resort(which is in the hundreds of millions) is approved "CARS" has will be first in line right after Midway Mania

It would have taken over the farmers merket as well as the eating area and the farmers buildings that were never used and a bit extended into the timon lot with a possible walkway eventually connecting it to TOT courtyard (finally creating a loop for the park) CARS origial concpet would have been an indoor outdoor attraction that would have been located in the far east corner of the park right behind TOT with a new extended land with more attraction pads, shops, and eateries. The project is still in development and changing
