The homebase is currently in or around the Imagination pavilion from what I understand. I imagine this is what you heard of. I have my doubts that anything bigger would be planned for Epcot using that character as the show has a much limited audience compared to the characters from any major Disney film. It looks like a very neat idea to get kids and other guests to notice the finer details of the WS pavilions.
