EMH may not sell extra tickets to the parks; however, EMH does sell WDW hotel rooms as it's still an incentive for WDW guests to choose WDW hotels for their lodging needs to enjoy the extra hours of park time not offered to non-resort guests. On the same token, I wouldn't be surprised if Disney started offering EMH as a Magic Your Way option, for an additional price (offered either to everyone for an extra charge, or charging just non WDW hotel guests to attend EMH to generate more revenue for keeping the parks open these extra hours). Disney Parks are already packaging some parades and fireworks into special ticket events offered after hours, and people (both resort guests and non resort guests) are buying tickets to attend these after hour Disney park events. And non Disney tourism industries are starting to charge for every single amenity (like airlines to Orlando now charging $15 for each notch you recline your seat back, unless you pay a premium price for unlimited seat reclining). So, why not sell EMH as a premium Magic Your Way ticket option (either charging everyone for EMH or charging just guests not staying at a WDW hotel).

It's very unlikely that the person charged with bringing the park ops budget in line would be penalized for any increased utility usage at the resorts. Then the person that has to make resort decisions has to cut something somewhere else to cover the unexpected bump in utilities.

Again it all comes down to poor menu planning at the park. You need to give folks a reason to be there - especially when you have three other theme parks on property that offer evening entertainment. There is nothing to compete with F!, IllumiNations or MK's parade/fireworks combo. So you have a park that had dining facilities that can really only coin in lunch traffic and a substantial number of attractions that are unworkable in the evening. To make EMH work they need to find a "hook" - preferably with exclusive entertainment. It didn't need to be Rivers of Light or anything with a high development cost - it just needed to be something marketable and that would drive interest. No-one was interested so I'm not surprised that EMH will be discontinued - I'd bet my bottom dollar that it isn't economically sustainable in its current form.
